In coding theory, what is a "concatenable subset"? (Any ideas will do really)

I was researching concatenated codes for an error correcting codes class. In one paper I came across the term "concatenable subset". Apparently they're very important but I can't find any information about them online or in my book.

Can anyone fill me in on what they might be? Any ideas would be appreciated right now, since I have none.
