Implementing GSM processor through FPGA

hello fellow members,
i want to have information about implementing GSM PROCESSOR through FPGA and also if possible the readymade codes of it in VHDL!!!!! Basically i want to interface PLC with GSM application, so please guide me about some particular industrial application and also the knowledge of AT commands or J2ME commands is required, help me out if possible!!!!!!!!!!!!
