I just like to ask is there a PIC microcontrollers that can communicate to cellphones?
if there is what kind of PIC microcontroller?

Cellphone to PIC micro

All kinds of PICs can be connected to cell phones, but first, you need to specify the cell phone model. As, not all cell phones can be connected to microcontrollers.
