IBM T40 / X31 no power

ibm x31 no power

Hi Friend,

I have IBM T30 and X31 both of the no power when i hit the power switch i check the ac adapter and battery from other ibm its all ok. i dismantil the motherboard from the casing already and run test if the cpu fan is working without anything connect to it still no go. i measured the voltage i am getting 16V almost every part of the main board. can someone help me what is the problem in the mainboard.

I also have Toshiba M40 no firing up at all when i measure the voltage from power connector on the mainboard it only show less than 1V instead of 19V so i guess a short ccts which i can't find.
