It looks like it could be an amplifier, but I can't find any hits on the part number. Do you have a part of the circuit schematic that this came out of? Seeing what's around it might give you/us a clue what the part's function was.

Thats an RF power transistor, not an oscillator, tho it may be amplifying the output of an oscillator
show us a photo of the whole cct board it came out of. you are making it very difficult for us to help you by only giving us all just tiny bits of seemingly unrelated information

We need to know what circuit this device fits into, in order to come up with any recommendations for alternate parts. Show us a schematic, or a high resolution picture of the circuitry surrounding this device on the board. What the circuit does (signals, power levels, etc) would be helpful in analyzing the problem, too.
I don't recognize a know major manufacturer. The star logo is surely not ST Microelectronics, I rather guess it's from a chinese manufacturer. Can you tell about the possible country of origin? Where the instrument comes from?
