You need either four 4:16 decoders with at least 1 enable pin (like this 4514) and an additional 2:4 decoder,
or four 4:16 decoders with 2 enable pins (like this 74F154 without additional decoder, because you can select (enable) one of the four decoders by the two MSB input bits<5:4> directly.
