Is every MOS device in saturation region? I think some devices are in triode region. Am I right?

it depends on the operation of the mos transistor in which mode you want to operate..sometimes..in the circuit you need to operate in linear region

if you wanna reduce the quiescent current, you can bias the MOS in linear region , not only constrain on hysteresis comparator

for a comparator, if the input voltage is changed from low to high or from high to low, some transistors must change their operation state such as from saturation to linear to shut-off.
in my opinion, for hysterisis comparator, some transistors will operate in shut region in turn.
