You need an assembler or compiler, a PIC programmer and a development circuit which you would like test your program.

Do you have all the required items?
 

In which project? give the details of the project you want to make.

Yes led will be a good start for a beginner.
 

All compillers have a kind of "Hello World" set of examples.
It is almost mandatory at least try simulate and execute that before ask sometinhg at this starting level.
