How to set an offset to a vector modulating circuit

Hi,

I have designed a vector modulator working at the FM band using splitters/combiners and mixers. The problem with the design is that the IF port of the mixer that I feed in the DC voltage (for I and Q channels) only works from 0.7 to 1.3V. So I need to get the offset of the IQ channel polar plot to 1V instead of 0V. So the full circle of the IQ channel polar plot should work between 0.7 - 1.3V (diameter) and centred at 1V. Does anyone know how to do that?
