For inrush specs, look at I²t rating of the fuse. Manufacturers often post I/t currves, so you could select right fuse.
Fuse is protection device, so the first thing you have to choose is what do you protect? After this choice is made, define maximum operating levels and "must cut" levels for inrush and operating current and maximum energy (I²t) for protected device.
Then select appropriate fuse so you have reasonable protection without nuisance blowouts.
If tighter protection is required, you could always reduce inrush current by building startup circuit. NTC resistors can also be used to reduce inrush current, so fuse can be chosen with faster reaction and closer current rating to nominal current.
