How to run distributed process in DRACULA DRC?

I added a "MULTICPU=2" command in DRACULA rule file. But when compile the rule file, the program said that :

"connect to address 127.0.0.1: Conection refused
trying normal rsh (/usr/bin/rsh)
localhost.localdomain: Connection refused
** ERROR: MULTICPU CAN NOT WORK WHEN rsh/remsh HS PERMISSION DENIED THE ERROR MESSAGE LISTED ABOVE IS FOR THE FOLLOWING CARD:
MULTICPU = 2"

Anybody know how to solve this problem?
