I think you mean a FLEX 10k20 which is an FPGA. These FPGAs are SRAM based so each time you switch the power on you have to configure the device. This can be done with special EEPROMs, JTAG, etc. More information about the 10k FLEX series is available at **broken link removed**. For making a hardware design you can use the free Quartus II 4.2 Web Edition.
