One option is a current transformer .. see details at:

This option is safe as it ensures full isolation between the AC line and the output of the current transformer ..

Other options can be based on a standard shunt resistor, Hall sensors and so on .. see table below ..

In all options you will have a pre-amplifier + AC-to-Peek or RMS converter and a display ..
