If the loop diameter « λ , the answer is NO, because there is no EM coupling between space and the antenna, in other words, no power is coupled , only H field is coupled. In this case, respecting the Ohm law, the radiactive resistance=0Ω.
If the loop diameter is close to ½λ , both E and H are coupled, in other words , the
0 « Radiative Resistance « ∞.
In my personal experience, years ago, I used a ferrite transformer to match impedance to 50Ω. Note that the transofrmer also acts as a Balun.
