how to make an inverter

I am using ADS2008. I have constructed a inverter. I am not able to operate beyond 900MHz.)Spikes appears in the output waveforms) I wanted to use the inverters in GHz range. I read that ADS is technology independent. The net list used is genric025.lib. Because of this, the problem of frequency limitation is coming? How to make the inverter to work in GHz range in ADS.
