how to make fpga board

Have an algorithm to implement: to use the FPGA board to
process the Gaussian Noise generated in computer.

How to read the generated noise into the FPGA board and how
to load the output data from FPGA board and displayed on computer?

Now I have no idea in my mind at all.

There are several ways .. And as always it depends on how much bandwith you need and how much resources you have left on the FPGA . a simple way is to add a UART core ,most manufacturers of FPGA make them avalaible for free . And then use a rs232 to Usb chip to connect to the PC .
oher variations are possible SPI (core)-> Usb
and parlallel(core ) -> USB .
look at the FTDI or Cygnal or even cypress USB chips .
One final thought :some of the FPGA boards already come with the USB chip !
 

Which FPGA board do you have?
Does it have any communication ports?
Does the board owner's manual describe how to use the ports?
