How to disable a block totoally ?

I want to use clk in my design with the method of generating from a block of entire system or outside pulse source, but I don't have enough conifdence of that block , do I have some way to disable it but keep the function of that block?
 

uncouple the input and output of the block and keep it aside and give the expected output by yourself and get the output... this would help you in finding the fault if any...
