Try to increase µ in a parallel plate transmission line. linelength is reduced by a factor of √µ

90 degree hybrid ferrite

I made a parallel-plate 90° - 3dB Hybrid coupler in PCB. May be You can make the same but with these lines in turns into a ferrite core and the lines separated with a flexible dielectric.
