How to design a LC osc?

400MHz. I do not want to use a ring osc, because we are using the inductor as an antenna. We can afford an inductor of 50nH~200nH. The circuit functions when I use high bias current.

Now the current limitation is <500uA. It seems the oscillation reduced because of vds of the tail transistor. How can I reduce the voltage drop of the tail transistor? If I increase the width the current will be larger than 500uA.
