how to count numbers of pulse wave?

What circuit design can be use to count total number of pulse waves at a time? Any counter can be used?
 

Sometimes a signal conditioning circuit is required to square-up the sine wave signals typically measured with a counter.
Also sensitivity of this conditioner must be adjusted for many levels of input signal, it might be required for impedance buffering and for providing additional signal amplification before being squared-up for counting.
