How to convert mp3 file from 320bps to 128bps?

One option is to use MP3-to-WAV converter and first convert this file to WAV, then useing WAV-to-MP3 converter, set bit rate to 128bps and convert it back to MP3 ..

You can use iTunes for reconverting files. But to be honest, 128 kbps in mp3 may introduce some audible degradation, try aac on lower bitrates

There are lots of programs, but i suggest you
You can simply use the everywhere programs, like JETAUDIO.
When saving As.. you can chose the bitrate.
If you haven't jetaudio, tell me.

You can use program MP3Resizer.
With that you can simply import your MP3, Set you desire options and Click on Convert and relax.
