PC and PLC Siemens S7200

I want to control Siemens S7200 with pc writing a program in Borland c++ or Delphi.With This Program I want to control input and output relays of PLC .Does anybody have any information or Code about it ? Please Help me ?? The Siemens Comm. Drivers are Expensive so I want to write by myself.I am waiting your help :cry:
