How to connect DE1 EP2C20 with 1.8V signal

Hi,
I want to connect GPIO of DE1 to 1.8V of SIM signal. But DE1 only provides GPIO with voltate level: 5V and 3.3V. So I want to ask how to connect DE1 to 1.8V signal?
