if |Vx-Vy|<Ve ,Ve is the maximum error,how to compute the minimum gain!

your schematic is wrong , and you can not get the right reference voltage.
two loops in the circuit: postive feedback loop and negative feedback loop, but your OP is in wrong connection.
the negative feedback gain should bigger than the postive feedback loop gain.

in order the balance the voltage, it is better a same value resistor at the other branch.
