How to check the ground valve of variable resistance underground?

Hey everyone,
i want to ask a question. If i have a variable resistance underground and i want to know its valve above ground in a wireless way, how can i do that? and will that consume alot of power or not?

If your resistance is ungrounded then the energy (DC or Wireless) will not have a
path to send current so there will be no power consumption. (If I'm understanding
your question correctly). And when you ask for a "Value" do you mean Voltage?
