how to calculate the partial quality factor of microcavity

Could anyone tell me how to calculate the partial quality factor of microcavity? I know, we can use this function P=wU/Q to get the Q. The problem is that P and Q is the function of time t. So I'm not sure which t is good to calculate the Q. many thanks.
