How should a company without full custom design experience get into this area?

We are at a company which is very good at digital IC design. In the past we use standard lib to design our chips, but now we want to use full custom design methodology to get full potential from the silicon with regarding to power efficiency and area. So we want some suggestion here how we should organize such this move.

1. In what kind of ways we can target and get the attention of the full custom design talents? Where do they discuss and joint online?

2. What sectors in what enterprise are doing full custom digital design these days using TSMC technology?

3. How does full custom design process is managed in recent years? what kind of software do they use? Does our experience in standard cell based design we help? In what kind of ways?

4. What kind of package should we supply to attract those best talents to join us? (We are not a big company, and we are not located in America, which means they may have to left home for months or one/two years. We have prepared to pay a high high premium price.)

5. How many years of working experience should we expect from a guy to manage the full custom design?

6. In a full custom design project, how does a company protect its design secret releasing to its staffs?
