How PowerPc core fpga could be used?
Is any compiler available?
Is PowerPc core implementable on regular fpgas?

you can refer to Xilinx website, maybe helpful.

You must use very large scale FPGA to implement it.

You must use very large scale FPGA to implement it.
New FPGAs like VII Pro have embeded power PC processor. Also the more recent one may have ARM processors.

You will not need to implement. You will just use it by writing your F/W and download it.

if you want to make only embedded processing systems,
then you can use EDK (embedded development kit)
if you need also some programmable logic along
then use ISE with EDK
and download the bitstream with either one of them at the end
but as bottom line, when having embedded then EDK :)
