I couldn”t find the standard of HBM.
 

The charge time is up to you (i.e. to your test bench). Discharge time constant for the HBM is standardized (but not the initial voltage!), s. this posting!
 
Hi Erikl，I am trying to simulate TLP（transmission line pulse） model，could you give me some advices？

How to set the transmission line parameter，like delay time、electric length？
How to define the charging time and discharging time？

You can use below for HBM simulation.
R0=1.5Kohm, C0=100pf, L0=7.4uH
