How do you set up a small business customer service call center, software

What do you need to set up a call center, including equipment? Also, what do you think is the best cloud call center software is the best for a start up?
 

You have to consider your hardware and dialing equipment and of course your staff. I have no idea on where to get such software but I know there are ready made one suited for it.

I almost forgot about this post! So sorry for the late reply.
It's okay now. I was asking this for my friend and she told me already got this call center software. She's set open soon.
