I tried to use gm=Kn'(W/L)(Vgs-Vth) and Id=1/2Kn'(w/L)(Vgs-Vth)(Vgs-Vth) to calculate, and get kn'=65, Kp'=40, is it too small? Thanks a lot!

That would be used as µo and Cox can be calculated from Tox parameter. Take care of the units
