I want to get a 52 Mbps serial data by fpga in ECL format.
but i didnt see any document tath confirms that xilinx FPGAs like spartan III 400 or Virtex II Pro can get ECL as input .

Can you clarify which type of ECL you have? For example 10K and 100K ECL have negative voltages, and won't interface directly to the FPGA. However, if you have positive ECL, then you may be able to use the FPGA's LVPECL I/O standard.
Also try Texas Instruments and National Semiconductor (and probably several other companies), or simply Google for keywords such as: ECL translator LVCMOS LVTTL 3.3V 2.5V.
