Hi Lo PIR Circuit to control mains powered circuit for exterior lighting

I have had a quick looksy around here.

Basically trying to build me a PIR Hi Lo circuit.

The design brief requires the switching circuit depending on light level and pir level.
Capability to switch a mains (240v 50hz) Handle loads of up to 400w.
Once dusk is detected the circuit activates to 10% of the total voltage, if PIR senses movement circuit is triggered to full power (240v) for adjustable time period, falling back to 10% idle.

Any pointers or existing circuits most appreciated.
