Wonder if the best OCXOs can achieve that... I would say that OCXOs can do +- 10 ppb... You might need some more stable oscillators like rubidium...

ANY VCO that can oscillate at that frequency can attain the 0.03 H resolution. As for the crystal, forgettaboutit. Go with a Rubidium or Cesium standard, or possibly a crystal locked to the GPS system clocks.
