Help to extract BIOS.ROM FROM DELL BIOS.EXE

How do you mean to extract, this is for updating BIOS chip with new software, not for reading chip.

That guy wants extract SLC table .... edit it .... and re-flash its BIOS.

I dont think this tool can read BIOS, I didnt try this particular version of tool but, what I try did not have option to read, just have to write.

Why do you need to read BIOS? He wants just modify his BIOS file /edit/ and re-flash original BIOS with MOD BIOS.

I think Dell dont give standard HEX file format. Its Dell prepared image file.
