Can any body explain me the operation of this circuit. Its urgent
If the input to this is DC, 8v

It looks like a crude current limiter. When the current through R16 is high enough to approach 1 diode drop, Tr5 starts to conduct base current, turning TR5 on. When TR5 turns on it applies a positive voltage to the base of TR6, which then starts to turn off. D4 is for reverse voltage protection of the input.
