I worked with one test generator .. but i think that it can get minimum 1mV ...

i had have good experience with one test-gen... You can make digital control and on that way, very good precision ...
Generator its a little bit hard to realise, especially because noises can be more that 1000 times stronger ... only if you want to use your generator in Faradeys cage you can make so one building for that purpouse ... ok ... Youll be have peek on 50 100 200 .. Hz for another freq. who knows .. 1-20mV its not a so big problem ... but under 1mV i havent idea ... you can try with atteunator only in that case youll be have termic noise ... ok one idea and you can develop this idea ... ok its simple but i must say than im not seeing another good way ...

P.S. Of course best way .. one digital controlled test-gen.+attenuator ...
If it is a DC voltage, you can use the NE5532/NE5534 opamp with a potential devider on one of its inputs, to set the output voltage. NE5534 can delives several mA at its output.
For AC voltages, I think the same opamp can work fine also.
