i suspect the PHY will be a crucial component here.

Unfortunantly, not much is known about these features that are built into some PHYs. well, not unless your company has an NDA with the manufacturer.

A project (with PIC microcontroller) of the same topic is published in "Elektor Electronics" July august 2010. Try to get a copy of the same. Any way the codes may be downloaded fron their site.
