can anybody tell me how can I connect 1'b0 and 1'b1 to TIELO and TIEHI In Astro ? should we need every 1'b0 and 1'b1 connect to a single TIELO or TIEHI cell?

how is tiehi cells operating

I am not workng in astro but it is not required a unique tie cell for single 1'b0 or 1'b1
You an group several bits and tie them to tiehi or tielow cells.

when connecting single tie-cell to many pins,
ensure that the fanout problem doesn't affect the logic level.

usually it is good to limit one cell for each 1'b0 & 1'b1 pins
