CIRCUIT DESIGN AND IMPLEMENTATION FOR GENERATING AND CONTROLLING 20 kHZ pwm USING EITHER IC OR PIC.
 

PIC18Fxxx has internal PWM module (CCP module)

or you can do it with 555, see National Semiconductor LM555 datasheet page 8 FIGURE 8.

And if you want digital one see IXDP 610 from IXYS
 
20kHz is widely used.
