Frequency BAND means?

Transceiver always displayed like in IC271A/E "144MHz".
I want to ask what This frequency refers?
Is that operating frequency?
IS that center frequency?
Is that range.i.e Mentioned model can work till 144MHz?

One of the amateur radio frequency bands is from 144MHz to 148 MHz.

That is known as the 144 MHz band, or the 2 metre band.

That radio can operate in the 144 MHz band, NOT up to that frequency, but around that frequency. The "A" model is for Americas, the "E" model is for Europe

Just as your plain music FM radio receiver operates in the 88MHz band, which goes from 88MHz to 108MHz; or the 3 metre band.
 

it is the center frecency and the band means the low to the high frequency of the transceiver can work
