Well ... the technical specifications of your project are virtually non-existing. So how do you imagine anyone on this board is able to help you with said technical support? If you really want help you will have to do some work yourself first, and then ask specific questions about specific problems. Your question is like "how do I build a house? please help ASAP". The only type of response you will get to something like that is "Hire someone to build it for you." or "With brick and mortar".
First of all you need to choose what is elevetor that your want to have control?....Specification like load, weight, speed etc. .... then define the control like bi-directional motion ( linear motion) , speed of operation , no of steps you want, end limit recoginization, stop and start condition etc ........then you need to choose right hardware like you said FPGA based ....then only any one here can help you out with our work......

i have got some idea about elevator and design requirements but i am new to FPGA so can you tell me what are the steps i should follow. i dont know from where i should start...
