FM receiver with microcontoller

For my project ,i decided to do FM receiver system with a microcontoller that allows to tune up and down (by keypad),scan the strongest station and to set the favourite stations.
I am just a novice in this area.So i havent even decided ,with which one to go with-pic ,8051,atmega or arm.What are the factors i need to consider ,to select a better one for my project.
And with FM receiver ,i heard that there are ,integrated chips like AR1000,TEA5767 etc.
Please help me with this,as i am little confused ,which one to select
 

You wanna do whole system or you just wanna interface FM receiver with controller to get tune with this frequency.
