transmit fm band

Hi,

I wonder if someone has an idea how the implementation of a FM band transmit antenna can be done into a mobile phone.
Let's assume an available power of 1 mW while the required effective radiated power is roughly 100nW in the frequency range of 80 to 120 MHz.
The available volume is limited into a phone but the required efficiency is also low, although the antenna should be broadband from 80 to 120 MHz, if possible without tuning.

Any suggestions are very welcome,

tony
