External clock is 8 MHz and PLL is on when fHCLK > 8 MHz?

Guys,

I read from STM32 datasheet and got this :
"External clock is 8 MHz and PLL is on when fHCLK > 8 MHz"

Is it 16Mhz maximum crystal I can use ?
Because it says, it can run 72Mhz, perhaps internally only but I must supply maximum 16Mhz external crystal ?
Please see the pictures ...

Any ideas will be appreciated,
