Exist a notch filter only for the costant signal?

Hi to everyone,
i'm traying to explain my problem, i've to measure a RF pulsed signal from an antenna with an high S/R ratio at large bandwidth (3GHz).
I've found many costant signal that i don't want , i talk about personal phone, wifi, gps, broadcast television ecc, soo to avoid many of this signal i'm looking for a filter that can reject only the time constant or slightly costant signal.
Can anyone have any ideas?
