Embedded PC with WINCC

I need to configure a monitoring system. Panel PCs are so expensive. I have to find a cheap solution.

I need a windows based PC for a serialport device. Also, i have siemens plc and i need to monitor data.

I thought that, an embedded PC can be connected to PLC and monitor data by wincc. Also the embedded pc can be connected to serialport device and monitor data by the device's own software.

Is it possible to run winncc on an advantech embedded pc?
If it is not is there any solutions for this purpose?

It depends largely on the specific embedded PC to which you refer.
