We know that all elements of electronics like resistors, capacitors , inductors etc are components but in many electronics books why it is written electronic devices?
 

We're into the word meanings again I see. As you've said, in electronics, component is a more generic, global term that could apply equally to an integrated circuit or to a piece of wire. The term device is usually reserved for active devices, components that have a non-linear junction such as a diode, transistor or IC but can also be applied to components that are a combination of passive components such as a filter made up of two capacitors and an inductor.
