Electronic clutch DC motor.

Does controlling the current in a DC motor function the same as a clutch?
My requirement is for the motor to keep the same output torque

- with lower input torque the motor rotates forward
- with same input and output torque the motor stops (while keep pulling)
- with higher input torque the motor rotates in reverse
