Easy to build PAL programmer project

I'm looking for a simple programmer project that can be used to program

some PALCE20V8H-15C/4 chips.

But for hobby purposes I think it's easier to use a GAL which is in-circuit-programmable via some TTL signals (e.g. Lattice ispGAL22V10).
